vCOPs licensing

A couple questions about per VM licensing with vCOPs

1. If I license all my VMs with per-VM licensing, will vCOPs still allow me to view host metrics?  Or will I need to do CPU licensing for that?
2. I have around 100VMs.  Sometimes it will be around 115.  I'm debating whether I need 4x 25VM packs or 5x 25VM packs.  What's the impact if I am temporarly over my license limit?  Will some VMs not be monitored for this time frame or just a warning message?
