VRA 8.1: Adding a custom action to a deployment

Hi,

In VRA 7.5, we have created custom actions at the deployment level.  For example, in addition to the out of the box Change Lease action for a deployment, we have added a Change Lease Time action which lets users specify a lease time in hours from the current point in time.  This Change Lease Time action is a VRO workflow in the background.  How can we add custom actions to a deployment that will affect the overall deployment.  It seems like the Resource Actions in VRA 8.1 only apply to individual components within the deployment instead.
